Active Shooter Preparedness

Active shooter incidents have become an alarmingly common threat to schools and universities nationwide. While regulations mandate that educational institutions provide active shooter response training, the specific content and response plans are often left vague, leaving institutions to develop their own approaches. High Street is at the forefront of active shooter preparedness, offering the following:
  • Active Shooter Training and Exercises: HSC’s active shooter training is specifically designed for educational institutions. Our comprehensive approach facilitates collaborative discussions among key stakeholders – including educators, first responders, counselors, nurses, and leadership – to address all aspects of the active shooter threat: prevention, mitigation, response, and recovery. Training events feature facilitated classroom discussions, followed by practical table-top exercises. This approach builds relationships, identifies planning strengths and gaps, and fosters a shared understanding of the actions needed to strengthen emergency plans and prepare for a response.
  • Family Reunification Training and Exercises: Accountable student reunification with parents is a critical, yet often overlooked, aspect of crisis response. School systems and first responders are highly interdependent during these situations. A well-coordinated and rehearsed plan to reunite students with their parents can significantly reduce the stress and potential trauma experienced during a crisis. HSC has developed specialized training and exercise programs that address every stage of the family reunification process, including school evacuation, staging, transportation, communications, student/parent processing, etc. Our approach provides a well-rehearsed reunification plan to help prevent a stressful situation from descending into chaos.
  • Active Shooter AARs: After an active shooter incident, AARs are essential for evaluating the performance of first responders, educational institutions, emergency management, communications, and other key stakeholders. HSC experts conduct a thorough analysis, examining client data, open-source information, emergency protocols, interviews, communications, and records to identify strengths, weaknesses, and recommendations for handling future crises. Our detailed reports and improvement plans provide actionable steps to enhance emergency response capabilities and preparedness.

Public Assistance Training

Our comprehensive Public Assistance Financial Administration training prepares your community to plan for, respond to, and recover from disasters with the support of federal grant funding and other resources.

Disasters and emergencies impact communities each year, causing millions of dollars of damage. Federal disaster recovery funding provides important resources and is a critical part of recovery efforts, but the complex financial reporting and compliance requirements are often difficult to navigate, especially for local governments who are working in constrained post-disaster operating environments.

Our custom Disaster Recovery Public Assistance Training is a comprehensive program designed to address all aspects of financial administration when preparing for, responding to, and recovering from disasters to leverage the benefits of FEMA’s Public Assistance (PA) program, the agency’s largest grant program for local communities.

This training is tailored for those with little to no prior disaster experience. Our comprehensive curriculum equips participants to fully leverage FEMA’s Public Assistance program. We offer practical, actionable steps your community can take immediately before a disaster hits, so you are prepared to receive and manage disaster grant funding and other important resources.

AI Exercise
Generator Tool

At High Street Consulting, we use our secure, AI-powered tool called Beehive to help design and deliver tabletop exercises that meet HSEEP standards. Beehive makes the process faster, more affordable, and more consistent, saving our clients 60–70% in time and cost compared to traditional methods.

Beehive runs entirely within our secure system, so your emergency plans and sensitive data never leave our network. The platform helps us build exercises from start to finish, automatically updating materials as we move through planning meetings and adjust goals. This means we spend less time building from scratch and more time customizing the exercise to fit your needs.

Here’s how it works: You start with a basic scenario like “Active Shooter.” Beehive adds local details, policies, and roles, then creates realistic situations, key decisions, and discussion questions. It checks everything against proven best practices and expert examples. In just minutes, you get a full set of professional materials, like Situation Manuals, Facilitator Guides, Evaluation Tools, and presentation slides.

The result? High-quality training exercises built quickly, securely, and tailored to your community’s needs.
